COORDINATOR SYSTEM

The Resident Coordinator System (RCS) encompasses all organisations of the United Nations System (UNS) dealing with operational activities for development at country level regardless of their formal presence in the country. The RCS facilitates the alignment of the UNS operational activities for development with national plans and priorities, to improve the efficiency and effectiveness of the UNS overall contribution and coordination with other sources of development assistance.
The RCS, which includes the RC/RCO, UN Country Teams (UNCT), the coordination units/thematic groups and associated programming processes such as the Common Country Assessment (CCA), the United Nations Partnership Framework (UNPAF) and a variety of common work planning tools, is the most powerful force working for coherence at the country level. Within the RCS, the UN Resident Coordinator (UN RC) is the designated representative of – and reports to – the Secretary-General (as chairman of the Chief Executives Board/CEB) through the UNDP Administrator in his capacity as chairman of the United Nations Development Group (UNDG).
